UNDP Parliament Reform Project is aimed at the achievement of the Millennium Development Goals (MDG) and the Country Development Strategy (CDS), approved by the Kyrgyz Republic. The main objective of the Project is to provide long-term technical assistance to the Jororku Kenesh (the national Parliament) in order to strengthen its institutional capacity to perform its functions, assigned by the Constitution representation, legislation and oversight. It is expected that the project will contribute to the following:

  1. Transparency of the Parliament, strengthening relations between the legislature, citizens, civil society organizations and state agencies;
  2. Increasing capacity of the legislators and staff of the Jogorku Kenesh to draft and propose legislation and engage the civil society;
  3. Introduction of modern mechanisms and procedures of parliamentary oversight;
  4. Professionalization of the staff of the Jogorku Kenesh and establishing institutional memory in order to perform its fundamental roles.

It is also expected that the project will contribute to sustaining democracy and effective governance in the country, which is based on the rule of law, separation of powers and accountability towards the society, thereby benefiting the whole population of the country.
