Poverty on the Rise in CIS Countries as Global Economic Crisis Bites

Moscow, Russia (6 July 2009) -- Development progress in the Commonwealth of Independent States has declined, in part as a result of the on-going global economic and financial crisis. The Millennium Development Goals Report 2009, launched in Geneva by UN Secretary-General Ban Ki-moon, says that in almost all areas, the two groups of countries that are part of the CIS—one in Asia and the other in Europe—have experienced a very different pace of progress. Helen Clark Unanimously Confirmed as New Head of UNDP New York

New York, USA (March 31, 2009) - The United Nations General Assembly this morning unanimously approved Helen Clark of New Zealand as the new Administrator of the UN Development Programme (UNDP) for a term of four years.  

Secretary-General Ban Ki-moon nominated Helen Clark last week to replace outgoing Administrator Kemal Derviş of Turkey.    

“Helen Clark was selected, amongst a group of excellent candidates, for her outstanding qualifications and numerous accomplishments in her long career,” said Michèle Montas, the Secretary-General spokesperson, in an official statement.

UNDP Calls on G-20 Leaders to curb a full-fledged human development crisis.

New York, USA (March 31, 2009) – The current global economic crisis, which began with the severe strains on the financial and banking system in parts of the developed world, now risks triggering a human development catastrophe in the world’s poorest countries. As the leaders of the richest nations set off to London for the G-20 summit this Thursday, the United Nations Development Programme (UNDP) warns that those most vulnerable to the crisis are living outside the spotlight and their predicament should be addressed at the table.

I am very pleased to celebrate with you the UN World Day of Social Justice.  It is a particular honor for me as it was Kyrgyzstan’s initiative with the UN General Assembly that led to the resolution declaring 20 February the UN World Day of Social Justice, which we are celebrating today for the first time ever. Because of the importance of the topic and because there are many different entry points on what Social Justice means, I would ask your patience while I work through some of the ideas that the team here in the United Nations House of Kyrgyzstan have put together.

Sezin Sinanoglu Was Awarded a Certificate of Merit

Bishkek, Kyrgyzstan (June 5, 2008) - UNDP Kyrgyzstan Deputy Resident Representative Sezin Sinanoglu was awarded a Certificate of Merit for contribution in social-economic development of the country by a decree of the President of the Kyrgyz Republic Kurmanbek Bakiyev.

This high award was presented by the Kyrgyz Republic State Secretary Nur uulu Dosbol, during a special ceremony devoted to the Financial and Economic Sector Workers day.

Региональный Семинар «Формирование Политики в Сфере ИКТ» Начал Свою Работу в Бишкеке

Бишкек, 11 июля 2006 г. - С 11 по 14 июля 2006 г. в гостинице «Иссык-Куль» пройдет Региональный семинар «Формирование политики в сфере Информационно - коммуникационных технологий (ИКТ)». Семинар организован Комиссией по Экономическим и Социальным вопросам стран Азии и Тихого океана ООН (ЭСКАТО) и Комиссией по Экономическим и Социальным вопросам стран Европы ООН (ЕЭК) совместно с Министерством Транспорта и Коммуникаций Кыргызской Республики при содействии ПРООН в Кыргызстане и Фонда «Сорос Кыргызстан».

Специалисты из Афганистана, Азербайджана, Казахстана, Кыргызстана, Таджикистана, Туркменистана, Узбекистана, Грузии, Российской Федерации, Китая и Индии, поделятся своим опытом в том, как формируется политика в сфере Информационно-коммуникационных технологий, и обсудят стратегические вопросы интеграции ИКТ во все процессы планирования национальных программ развития.

Основным приоритетом семинара станет рассмотрение вопросов содействия формированию политики в сфере информатизации и телекоммуникаций в регионе стран Центральной Азии, а также развития возможностей её интеграции. Участники рассмотрят вопросы формирования регулятивных и правовых рамок развития бизнес - сектора в сфере ИКТ. Также, ими будет проведен анализ роли ИКТ для дальнейшего определения ключевых, приоритетных задач, которые необходимо будет решать в первоочередном порядке, что положительным образом будет способствовать дальнейшему развитию страны.

Одним из важных вопросов на семинаре станет содействие формированию нормативной правовой базы для развития политики в сфере ИКТ. Будут рассмотрены вопросы, связанные с ИКТ для развития и инноваций: юридическая сила информационных массивов, защита потребителей, защита прав интеллектуальной собственности при регулировании содержания информационных ресурсов, вопросы налогообложения, собственности, информационной безопасности и кибер преступности; согласование и построение сети лиц, принимающих решение в сфере ИКТ, стран Центральной Азии и соседних стран.

Стоит отметить, что Кыргызстаном уже ведется такая работа. Так, ПРООН в Кыргызстане в 2002 году стал инициатором разработки национальной стратегии «ИКТ для развития Кыргызской Республики» и плана действий по ее реализации. ПРООН в Кыргызстане совместно с Фондом «Сорос—Кыргызстан» открыл первые общественные информационные центры в отдаленных регионах Кыргызстаны. Министерство транспорта и коммуникаций Кыргызской Республики ведет работу по формированию политики в сфере информатизации и телекоммуникаций в формате общественной политики.

New Issue of “The Dialogue” UNDP Periodic Magazine

 

Bishkek, Kyrgyzstan (March 11, 2005)A week ago issued magazine is fully devoted to the questions of national governance and includes a selection of interesting interviews, analytical materials, surveys and articles touching upon such spheres as good governance and government effectiveness as well as incorporation of effective models of governance structure optimization, development of democratic institutes, information-communication technologies for governance, human rights and gender equality.

Among the authors of these articles are the executive staff of the state ministries and other government offices, national and international experts, parliament members, UNDP National Governance Program staff and journalists.

UNDP actively supports an initiative to use «open source»

Mr. Semenov, UNDP International ICT Consultant (USA) has been visiting Bishkek with a mission since 15th March.

The main goal of the mission is to create conditions for effective use and development of «open source» technology (software program with open code) in Kyrgyzstan. Mr. Semenov will meet with representatives of leading private companies, representatives of governmental structures, universities, NGO and international organizations in order to identify goals and common interests, related to use of these technologies.

Main result of the mission would be creation of an independent structure, ensuring development and implementation of specific projects on «open source» and development of professional services in this field.

«Open source» technology is being widely introduced throughout the world. Experience in using of «open source» shows that its development and introduction to ICT industry expands number of users and creates conditions for the development of information services, provided at the market. The most famous example of such an economic growth is Internet network, which was initially developed on the basis of free and open technologies.

A comprehensive introduction of «open source» technology offers great advantages for developing countries. This is an opportunity to save funds by avoiding expensive licensing, where it is possible to use free «open source» products instead of commercial ones. On the other hand, this is an accumulation of experience and expansion of your own professional base, while using local human resources for the development of such systems. This is an organization of training process in the sphere of technical education in such way that would ensure maximum practical efficiency, provide students with real experience and expand services, rendered by local companies in the filed of information technologies.

Development goals of «open source» technology were widely discussed at World ICT Summit, held in December 2003 in Geneva. Kyrgyz delegation headed by Mr. Akaev, the President of Kyrgyz Republic and assisted by Mr. Semenov made a number of specific proposals to increase the role of developing countries in creation of «open source» technologies and introduction of specific projects. UNDP actively supports an initiative, aimed at using of «open source» in developing countries. In the framework of UNDP support, Kyrgyzstan has invited Mr. Semenov to formulate action plan on development and introduction of «open source» in Kyrgyzstan.

ICT Council Meeting

On 16th September the third session of ICT Council, chaired by Mr. Akaev, the President of the Kyrgyz Republic, Chairman of ICT Council was held at the Government House.

The following issues were on agenda: «E-education», «E-economy», «E-government» - each of them is presented as a concept and action plan in the framework of National Strategy “ICT for development of Kyrgyz Republic”. A presentation of governmental internet-portal of KR has been also made.

The President Akaev has underscored in his speech that it was on the threshold of Global Summit on issues of informational society, which will be held in two stages: on 10-12 of December of 2003 in Geneva and in the year 2005 in Tunis.

The President Akaev has expressed his gratitude to Mr. Jerzy Skuratowicz, UNDP Resident Representative for an assistance provided in developing Action Plan for ICT Development and noted that UNDP initiatives are focused on transition from conceptual level to practical actions.

In his report, Mr. Skuratowicz, the Resident Representative, noted that UNDP in Kyrgyzstan provides support to the Government and the Parliament in introducing ICT to enhance democratic governance, increase the effectiveness and openness of governmental bodies and to enhance democracy by stimulating active involvement of citizens and free exchange of information between governmental institutions and civil society on a way of Kyrgyzstan to informational society.

In the course of 5 years, UNDP has been actively supporting the national policy in this field. One of key achievements of united efforts of the Government and UNDP in this direction was adoption of National ICT Strategy in March of 2002 and development of National Action Plan on ICT.

Mr. Skuratowicz has particularly underlined the necessity of integrated approach to the development and implementation of priority projects on e-education, e-government and e-economy, by taking into account a perspective of maximum output from realization of priority projects in each direction.

A round-table meeting on ICT National Action Plan development was held on 25th July 2003 in Bishkek. During these discussions, the recommendations for action plan drafts were presented by the UNDP international consultant, Mr. Richard Labelle, and were discussed by participants. In March 2002, Kyrgyzstan adopted its National ICT Strategy which aims to harness the potential of ICT to ensure development of sustainable, democratic and information society. UNDP has supported the development of the ICT National Action Plan by providing national and international expertise and conducting trainings and seminars in order to ensure effective and rapid transition from a concept of the National Strategy to its implementation. Currently, 5 working groups are working on action plans in the following areas: e-government, e-economy, and e-education, and support areas in legislation and infrastructure. These working groups consist of government officials, private sector and NGO representatives, and academia. Mr. Richard Labelle was invited to Kyrgyzstan to analyze concepts and action plan drafts and give his recommendations on them. The discussion was very useful, and final recommendations reflecting proposals at this round table will be distributed soon. The working groups will finalize the action plan by the end of August, taking into account recommendations by Mr. Labelle, to be presented in September.
