November 3-4 – EU-UNDP New Legal Framework Project in partnership with OSCE/ODIHR, Soros Foundation-Kyrgyzstan, OHCHR, Venice Commission and GIZ assisted in organizing several meetings to help improve the work of the Council on Selection of Judges and work out solutions for overcoming problems faced the Council.  Several international experts took part in the meetings.  Part of these activities was an educational training on “Strengthening of independence of judicial system through procedure of selection of judges” for members of the Council and its Secretariat as well as national experts.  Five international experts from Russia, Estonia, Denmark, Lithuania and two national specialists were invited for the training.  Learn more from Gulmira Mamatkerimova, Project Manager ( gm@dgov.undp.kg).

October 6 – The Steering Committee on Capacity Development Facility (CDF) project was held to coordinate the activities implemented under the project.  Key partners of the project: senior officials of the President’s Office, Prime Minister’s Office, representatives of Soros Foundation-Kyrgyzstan as well as DGP discussed completed and planned activities of the project. Sept-Oct – Around 200 local councilors took part in trainings in Bishkek city (Chui province) and in every province centers.  The training module was based on international materials adapted to Kyrgyzstan.  Basic competencies such as local policy formulation, decision-making, acting in the best interest of local communities were discussed during the trainings.  Moreover, participants also learned about representative role and oversight function of a councilor especially regarding executive bodies’ activities (Aiyl Okmotu).  The mode of teaching was interactive with a large number of different cases taken from everyday life of local councils, role-plays and experience sharing exercise as local councilors were coming from different districts.  Local councilors expressed a great interest to the subject and found the training very interesting and useful. От имени организаций системы ООН  еще раз  разрешите поздравить всех Вас с 20-летием независимости Кыргызской Республики.

Прошедшие 20 лет стали поистине судьбоносными  в истории вашей страны и ее народа. Пройденный  путь связан с  радикальными преобразованиями в политической и социально-экономической сферах. Трансформация государства и общества была сопряжена с  большими трудностями. Вместе с тем, за прошедшие годы ярко проявилась воля  народа Кыргызстана к построению демократического и современного общества с достойным уровнем жизни. Кыргызстан уверенно вошел в мировое сообщество, активно участвует в разностороннем международном сотрудничестве.

August 1-5 – Training for media on legal and professional aspects of covering the upcoming presidential elections took place in Bishkek, Jalal-Abad and Osh. Journalists were trained to identify key issues in covering the electoral process and develop solutions.  The training combined theory and practical exercises with involvement of not only media trainers, but also lawyers, CEC members and press service.  More than 80 people from national and regional media outlets participated in the training.  The initiative was supported by UNDP Kyrgyz Elections Support Project funded by the EU and the German Government, in partnership with the CEC, Internews Network Representative Office and the International Foundation for Election System (IFES).  Learn more from Meder Dastanbekov, KESP Project Coordinator ( md@dgov.undp.kg).

July 13-17 – As part of series of capacity building trainings for partner organizations, EU-UNDP New Legal Framework Project conducted a workshop for 41 staff members of the Ministry of Justice including the Minister.  General objective of the workshop was strengthening overall capacity of the staff and assistance in drafting higher quality legislation.  Participants had an opportunity to deepen their knowledge and carry out five types of mandatory expertise in practice under guidance of experts.  Learn more from Ms. Gulmira Mamatkerimova, Project Manager (gm@dgov.undp.kg). 

Representatives from all five fractions of the Kyrgyz Parliament will discuss the latest data on HIV, as well as analysis of legislation in the sphere of HIV prevention.

Bishkek, Kyrgyzstan (February 16, 2011) – Parliamentarians will learn about the instruments and approaches used to analyze adherence of the legislation on HIV, gender and drug use to international legal standards during the February 16 seminar in Hyatt Regency Hotel.

Bishkek, Kyrgyzstan (January 14, 2011) – On January 11 and 12 UNDP Acting Resident Representative and Deputy Resident Representative Pradeep Sharma met with Torogul Bekov, Minister of Agriculture, and Sabyrbek Jumabekov, Minister of Healthcare, to informe the cabinet members on preparation of the UNDP Country Programme Document (CPD) in line with the UN Development Assistance Framework (UNDAF) for the next programme cycle (2012-2016).  UNDP’s current and future grant assistance meets both long term and urgent priorities of the country.
