Round Table Discussion of the Functional Review of National Institutional Gender Policy Implementation Mechanism in the KR
Bishkek, Kyrgyzstan (July 27, 2009) – On July 29, 2009 in Bishkek there will be round table on discussing results of draft research on functional review of national institutional mechanism on gender policy implementation in the KR. This mechanism consists of National Council on Women, Family and Gender Development under the President of the Kyrgyz Republic (NCWFGD), its working body and institute of gender focal points in ministries, departments and local governance.
Goal of functional review is to prepare basic analytical material and develop recommendations to optimize functions and structure of national institutional mechanism on gender policy implementation in the KR. The analysis has covered the whole vertical of administration: from National Council on Women, Family and Gender Development under the President of the KR to local self-governance. In addition, relations among power branches in the area of national gender policy implementation were analyzed: legislative in the form of National and local parliaments, judicial power in the form of Supreme Court and executive power. Also experts have analyzed quality of interaction in this area between public and civil sectors of society. The experts have developed several options of creating authorized state body on gender policy which will be presented for participants’ discussion.

Gender focal points of ministries and departments, representatives of mass media, civil society and international organizations will take part at the round table, which will be presented results of the research.

In 2008 Government Office of the KR requested UNDP to assist in implementation of objective 1.1. of the Matrix of events of National Action Plan on achieving gender equality in the KR for 2007-2010 on holding functional review of public administration bodies for the purpose of efficiency of their implementation of national policy on gender equality. UNDP supported this initiative of Government Office of the KR and hired group of national experts who prepared research report. This analysis was held for the first time among countries of Central Asia and can be used as a model for other CIS countries.
