UNDP Helps to Build Capacity of the State Bodies in Fundraising for Environmental Activity

Bishkek, Kyrgyzstan (8 July, 2010) - A training seminar “Fundraising for Implementation of the Commitments of the Kyrgyz Republic under Global Environmental Conventions” took place in “Sayakat-Asia” Hotel.

The training seminar was conducted for regional officers of the State Agency on Environment Protection and Forestry under KR Government (SAEPF) with support of UNDP Programme “Environment Protection for Sustainable Development”.  In the course of seminar officers of the SAEPF, regional forestry, parks and reserves got acquainted with issues of fundraising for environmental activity, development and inception of projects in the field of environment protection. Among the participants were also representatives of United Nations Development Programme and Japan International Cooperation Agency.

Participants of the Seminar also discussed a proposal about creation of the Country Commission on development of environmental projects under the chairmanship of executive officer (in Kyrgyzstan – Director of SAEPF under KR Government). New cycle of GEF-5 portfolio has been launched on July, 2010 and today Kyrgyzstan has a real chance to apply for receiving GEF resources amounting to $ 6.5 million.

In his opening speech Topchubek Turgunaliev, Director of the SAEPF under KR Government a.i. argued relevance and timeliness of the training seminar considering lack of resources for funding of environmental activity in the state budget and necessity of raising funds in this field.

In his turn, Zharas Takenov, UNDP International Senior Programme Adviser emphasized human potential in fundraising and mentioned activity of UNDP “Environment Protection for Sustainable Development” Programme as an instance in this direction. He noted that UNDP Programme in close cooperation with SAEPF under KR Government and other national partners managed to raise  Global Environment Facility (GEF) funds for more than $ 8 million and more than $4 million of extra financing from resources of Montreal Protocol, Government of Finland, MDG Carbon Facility, European Union and other donors.
