Trainings for Rural Rescue Teams

Bishkek, Kyrgyzstan (December 8, 2009) - On November 10-24, 2009 in northern pilot communities of UNDP Project “Mainstreaming of Disaster Risk Management into Decentralization Process in Kyrgyzstan” were conducted trainings with the main purpose of testing of preparedness and response plans of RRT (Rural Rescue Teams), in Naryn oblast, Tuz village of Kochkor rayon, in Issyk-Kul oblast, Boz-Uchuk (Enchilesh) village of Ak-Suu rayon, in Chui oblast, An-Aryk village of Moskovskiy rayon and Sovetskoe village of Chui rayon.

According to preliminary training plan (scenario) “After First Earth Tremors of 3-4 Magnitude and Threat of Aftershocks” members of RRT developed actions based on following main phases of response:

  • early warning
  • master of RRT and arrangement of actions
  • evacuation of students
  • search and transportation of victims
  • rendering first medical aid in disaster affected areas

Participant of trainings were: Heads of oblast administrations of MoES KR, their deputies, heads and staff personnel of rayon departments of MoES KR, representatives of Ayil Okmotus – members of Commissions for Emergency Situations, principals and teachers, high school students, members of RRT, deputies of ayil kenesh – members of Rural Committees for Emergency Situations, moderators of first medical aid trainings. 45 people participated in elaboration of scenario and in arrangement of the trainings. 111 people participated in trainings, 63 rescuers – 78% is RRT members, approved by heads of ayil okmotus. Teachers and students of high schools of all pilot communities were involved in evacuation activities – more than 350 people.

Despite disaster response trainings were conducted first time in pilot communities, outcomes were positive and successful. Estimation questionnaires filled out by MoES KR representatives and teachers can reflect a proof. They were in a charge of supervision of trainings. Estimation questionnaires consisted of several questions which concern all phases of arrangement of trainings, starting from commands of Head of RRT on alerting and mustering of teams, including searching, transportation and rendering first medical aid. Average score of right answers was 76 points out of maximum 100 points. Final versions of disaster preparedness and response plans of RRT will be conformed soon.
