New Law On State Youth Policy Passed

Bishkek, Kyrgyzstan (25 June 2009) – Jogorku Kenesh passed a new Law «On youth state policy» initiated by the Committee in Youth, Gender Policy, Physical Culture and Sport.  Main feature of the new law is it was worked out with direct involvement of youth.  Final discussion took place at parliamentarian hearings on 16 June 2009, which was organized with assistance of EU-UNDP Parliament Project, UNDP Youth Programme and initiated by the deputy members O. Nazarov and M.Kunakunov.
«We brought a bill to the parliamentarian hearing worked out with participation of youth», - said  O.Nazarov, Deputy member of the Jogorku Kenesh, chairmen of the Committee in Youth, Gender Policy, Physical Culture and Sport. 

A new addition of the Law «On youth state policy» reflects new technologies of the work with youth:
  • Youth participated in the working out of the new youth policy. 
  • Youth and other organizations defined as subjects of the youth policy.
  • Responsibilities of the state bodies are differentiated.
  • Introduced a new technology – support and encouragement of the youth initiatives through state social order, which will provide step aside from paternalism and dependency.
  • Included mechanism of involving youth into the development and implementation of youth policy 
  • According to the Law, state bodies will involve youth and other subjects into the development and implementation of the youth policy.
  • Fixed rights and interests of the youth in the development of the target programmes.
  • It is going to be established a foundation of supporting youth initiates.
  • Introduced a definition of active and talent youth, as the foundation supports their initiatives. 
  • Included a definition of volunteering, which will follow up changes in other legal acts to take a volunteering experience as work experience.   
  • Age of youth is decreased and according to the Law youth of KR is from 14 till 28 ages. 
  • A definition of informal and unorganized youth, which should be involved into the implementation of youth policy tasks. 
«If to judge according to the White Paper on youth policy, youth is really strategic resource for the Kyrgyzstan and state should present own position toward youth, come to activities from words», -   commented  Cholpon Baekova at the parliamentarian hearings, deputy toraga of Jorgorku Kenesh. 

Law «On state youth  policy» was considered on 22 June 2009 in the Committee in Youth, Gender Policy, Physical Culture and Sport.  On 23 -24 June three Parliament factions discussed the draft and on 25 June  the was passed at the session of the Jogorku Kenesh by 67 voices of the Jogorku Kenesh  deputy members.   

«Kyrgyzstani youth actively participated in the process of working out a bill and their amendments  have been included into the bill. Also, all recommendations of the White Paper on youth policy “Youth is a strategic resource for Kyrgyzstan” was taken into account during the working out of the bill»- commented Ainura Japarova UNDP youth programme manager a.i.. 

Edition group of the bill consisted of O. Nazarov, deputy of Jogorku Kenesh, M. Kunatunov, deputy of the Jogorku Kenesh, K.Turdaliev, national consultant on parliamentarianism development, B. Kydyralieva, lawer of the EU and UNDP parliamentarian project, A. Kadyrov, consultant of M. Kunakunov, A. Japarova, UNDP youth programme manager a.i., Ch. Mamidinova, lower – consultant and Sh. Japarov, deputy of the department head of the Committee in Youth, Gender Policy, Physical Culture and Sport.

Edition group of the bill took into account legal, gender and anticorruption examination, which provided by experts  with support of the EU and UNDP parliamentarian project, comments of the independent consultants, members of the initiative group on youth policy and participants of the parliamentarian hearings from 16 June 2009.

«Participation of the interested sides in the development of this bill and open discussion was best example of the youth and parliament partnership, - said Gulmira Mamatkerimova, EU and UNDP programme manager – Only such common activity and comprehensively examination of the bill will contribute to the development and adoption of the qualitative  bill.
