Bishkek, Kyrgyzstan (June 19, 2012) – On June 18 UN Resident Coordinator, UNDP Resident Representative in the Kyrgyz Republic Alexander Avanessov met with the Prime Minister of the Kyrgyz Republic Omurbek Babanov. During the meeting parties signed an Action Plan for implementation of the Country Programme for 2012-2016. Country Programme Action Plan (CPAP) is a framework document that covers all areas indicated in UNDAF * and the UNDP Country Programme and contains more detailed and concrete actions for the achievement of its objectives and indicators.
Moreover, parties exchanged views on a wide range of issues related to further strengthening of cooperation between the Kyrgyz Government and UNDP. Head of UNDP and the Prime Minister discussed development of international and regional cooperation in the interests of Kyrgyzstan, strengthening capacity and efficiency of public administration, transition to e-government, integrated regional socio-economic development, employment and improving trade of domestic goods, environmental issues, energy efficiency of buildings, development of micro-and small-scale power, alternative energy sources, training young people, mechanisms of exchanging Kyrgyzstan’s external debt and projects aimed at sustainable development. These and other areas of cooperation are stipulated in the UNDP Country Programme Action Plan for 2012-2016.
During the meeting parties highlighted the importance of further development of coordination among donor community, strengthening UNDP’s partnership with governments and civil society of Kyrgyzstan in the high-priority areas for sustainable human development.
Agreement was reached on specific joint measures for implementation of planned programs and projects.

Based on consultations with Parliament, Government, Office of the President and civil society, UNDP in Kyrgyzstan prepared a Country Programme Document for 2012-2016, which is closely aligned with the priorities of the Kyrgyz Republic and the United Nations Development Assistance Framework 2012-2016 (UNDAF *). UN Resident Coordinator, UNDP Resident Representative in the Kyrgyz Republic and the Prime Minister of Kyrgyz Republic signed these documents on March 16, 2011.
At the end of June 2011 UNDAF and the Country Programme was approved by UNDP Headquarters.
Based on UNDAF and the UNDP Country Programme, in accordance with the procedures, UNDP in Kyrgyzstan prepared the Country Programme Action Plan for 2012-2016 in close collaboration with national partners – government bodies and civil society.
Preparation of the Action Plan included numerous meetings and discussions with national stakeholders - government and nongovernmental organizations. Overall, the Action Plan was reviewed and endorsed at a joint final meeting with national partners – representatives of Parliament, Government, Office of the President, NGOs on November 29, 2011, and during subsequent bilateral meetings with members of the Government and other national partners.
Action Plan for the UNDP Country Programme for 2012-2016 includes the following areas of assistance:
- Democratic governance;
- Reducing poverty and achieving the Millennium Development Goals;
- Reducing the burden of HIV / AIDS, malaria and tuberculosis;
- Environment and sustainable development;
- Disaster risk management;
- Peace and development.
Planned funding amount for the UNDP Country Programme Action Plan 2012-2016 is $83 million including non-core funding.
