Workshop on Gender Expertise

Bishkek, Kyrgyzstan (December 4, 2009) – On December 7-9 “Urmat Ordo” hotel in Bishkek will host training on development of regional action plan on gender equality for representatives of oblast state administrations, within the frame of UNDP project “Promotion of Women in Civil Service and Politics” (funded by the Swedish International Development Agency/ SIDA). 

Agenda of the seminar is based on methodology of the “down-up” strategic planning, when planning of activities comes not from the top administration, but based on the analysis of the local situation, identification of problems and the ways of their solution by the local state administration and NGO.  Participants of the seminar will learn how to work with statistical data of their rayons, identify connections between different indexes, such as between decrease of education level and adolescent pregnancy, early marriages and maternal mortality, women’s poverty and deterioration of children’s health.

Chui oblast was selected as a pilot oblast of UNDP, UN Development Fund for Women and UN Fund for Population in the beginning of 2009, when detailed methodology of the regional action plan development was applied for the first time.  This is the first effort to include in the oblast plan tasks related to conducting analysis of the local labor market for improvement of local bodies’ work on increasing employment, analysis of men’s health condition and high level of men’s mortality, analysis of effectiveness of micro credits in poverty reduction etc.

It is planned that this methodology will serve as an example for other oblasts, and will help to compose their own plans, but not just copy the national plan.
