The Terminal CFC Phase-out Management Plan (TPMP) will result in the complete phase-out of CFCs between 2007 and 2010. The Project includes training, technical assistance and investment activities. It will also include a National Strategy to address the sector of MDIs (Metered Doses Inhalers). The TPMP will allow the government to adapt and adjust the proposed strategy according to its needs. This TPMP will be jointly implemented by UNEP and UNDP. UNEP will implement the following sub-projects: Refrigeration Training and Establishment of National Refrigeration Association; Customs Training and Enhancement of National Capacity to Prevent Illegal Trade; Review and update of regulation to improve control of ODS; Monitoring of the activities in the TPMP. UNPD will implement 2 sub-projects: Refrigeration Services: Technical Assistance and Investment Components; MDI strategy. The UNEP is the lead implementing agency of this TPMP. The main goal of UNDP as part of TPMP is to provide support to the country in the following areas:
1) CFC phase-out in the MAC service sector due to recovery and recycling and better service practices and diagnosis of breakdowns;
2) CFC phase-out in refrigeration service sector due to extension of R&R infrastructure and training;
3) Increased awareness and promotion of better service practices in the domestic refrigeration service sector, and encouragement to purchase non-ODS equipment;
4) Gradual elimination of imports of CFC-based MDIs;
5) Smooth implementation of activities, allowing the country to remain in compliance with its commitments to MP.
